FLOOD COMMITTEE REPORTS - 2010 & 2011

A flood mitigation study was conducted by Weston and Sampson Engineering. The entire report is located here Engineering Report and the recently surveyed topographical map of WP is here Topo Map.

After review of the options the Board Of Trustees passed a motion to simultaneously start the processes for slope stabilization, flood proofing individual buildings, and changing the river back to its original course. Initial steps will be in meeting with the Andover conservation committee to start the permitting processes which we expect to take extensive time since the entire property is in a flood plain.



Meeting Notification:

This is to let you know that there will be an informational meeting of the Lower Shawsheen Flood Committee at the Tactican Building in Shawsheen Square on Weds. 10-6-10, Meeting will be at 7 PM and meeting location in building will be posted on the front door.
 
We are at the point where we have to gather all the affected residents together in case we have to start petition drives to Federal Electric Regulatory Commission or other agencies.
 
Agenda for the meeting will be;

     2. Members of committee. ~320 residences on North Main St including Washington Park and Balmoral Condo Associations

There is a serious problem of the Merrimack River backing up the Shawsheen River, to flood the lower Shawsheen River from 259 North Main Street downstream.  This flooding could be alleviated by using Enel's Stone Dam ( located in Lawrence just north of the Rt 28 bridge) as a flood control dam 1-2 times a year during significant rainfall events (~over 5 inches). Stone dam use topping bladders (Pond Level Control Devices) to maintain head on their turbines to produce electrical energy. These topping bladders could be used for flood control and we would support this as a helping the local community in the Media.

This flood control would be a green project (reduces flooding repair work and energy), prevents families from losing their houses and five million dollars plus in flood damage in Andover, Lawrence and North Andover. In the May 2006 storm, Tactican suffered $900K damage, Deluca suffered $250k damage, Balmoral suffered $1800K damage, and Washington Park $2,500K.

Damages from March 2010 storm haven't been totaled yet

Dottie Winn ( Manchester 9) has agreed to start and lead a coalition of concerned citizens, business, Federal, State and local government in regards to Shawsheen flooding issues.
